Instructional Designer Top Secret SCI with Polygraph to work with instructors and subject matter experts to develop effective adult learning opportunities for customer workforce. In collaboration with a team of ISDs, candidate will design and develop instruction and other learning solutions that prepare students with the knowledge needed to carry out their mission. Training may be delivered in the classroom or online; online training may be CBT or a blend of classroom and online.
Instructional design support to a dynamic environment to include course design for classroom delivery, including design and development of learner activities and exercises, creation of instructional materials and lesson plans. Design courses for online and blended-learning environments, incorporating technology into the design and delivery. Consult with instructors and subject matter experts to determine instructional requirements, collect data, customize design proposals, and implement solutions. Collaborate with technical developers/designers to produce media that supports instructional goals and objectives. Analyze, evaluate, observe courses to propose and plan design improvements. Collect, analyze, report and use quantitative and qualitative data to inform design decisions or projects. Use a range of educational technologies in support of synchronous, asynchronous and self-service teaching and learning. Active TS/SCI Poly required.

BASIC QUALIFICATIONS:
Bachelor's Degree with at least 8 years of experience in the following:
: Demonstrated experience and knowledge developing online training and learning tools and the knowledge to be able to successfully differentiate the needs of online training from instructor lead training.
: Ability to develop strategies for online learning and their delivery.
: Demonstrated ability to work successfully individually, within a team, and across multidisciplinary teams.
: Demonstrated excellent interpersonal skills and ability to provide proactive customer service support.
: Demonstrated ability to provide initiative, determine how to effectively move projects through to completion, and then to successfully complete those projects.
: Communication skills in visual, oral and written form to explain instructional options, recommendations and rationale to decision-makers and subject matter experts.
: Face-to-face, online and blended learning design and development for adult professionals.
: Portfolio containing at least five (5) representative samples of projects showcasing learning design solutions developed individually or collaboratively.
: Self-starter with the ability to determine learning needs, propose design solutions, collaborate with stakeholders and provide excellent customer service.
: Knowledge of current learning models, research and theories to address learning problems and solutions.
: Demonstrated experience/ability to collect, analyze and report on courses and their impact on learning to inform design decisions or projects.

PREFERRED QUALIFICATIONS:
Masters Degree in adult learning, education, or online learning.
Program evaluation experience including qualitative and quantitative analysis and data tracking. Development of online tools and courses.
HTML and/or other graphic and web based tools for developing online tools and products.
