Description: POSITION TITLE: PURCHASING MANAGER

REPORTS TO: GENERAL MANAGER

SUMMARY OF POSITION:

Under general direction from the General Manager, perform the duties of material planning, purchasing and inventory control to meet customer needs and meet the company goals for purchasing and inventory turns. Will have purchasing responsibilities for both Toronto and Montreal distribution facilities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Determines and recommends purchasing processes and procedures within the limits of delegated authority and in accordance with company wide policies.
Establishes and approves sources of raw materials.
Secures quotations as requested by the sales department.
Reviews stock levels and requirements to determine orders to be placed to ensure adequate material on hand to meet the needs of our customers.
Places necessary stock orders.
Co-ordinates with other departments to ensure the smooth flow of materials.
Reviews and processes claims against suppliers for unsatisfactory materials.
Keeps abreast of price trends and lead times making recommendations on the timing and quantity of purchases and the establishment of the most economical purchase quantities.
Create and communicate key performance indicators tracking purchasing measurable per quarterly requirements.
Issues purchase orders and provides clerical purchasing support at the request of other departments including but not limited to Sales.
Resolve all supplier invoice disputes and facilitate reconciliation and resolution of invoices and other payment issues with the Accounting department.
Coordinates the quality system, recertification activities and corrective action initiatives.
STAFF MANAGEMENT RESPONSIBILITIES:

Supervise one Purchasing Assistant.

EXPERIENCE & EDUCATIONAL REQUIREMENTS/PREFERENCES:

Bachelor’s Degree in Business Management or Supply Chain;
A minimum of 5 years of purchasing experience in the metals industry;
A minimum of 3 years of purchasing experience in a leadership role;
APICS or ISM Certification preferred;
Requires a strong working knowledge of material capabilities and end-use applications related to business;
Must be able to work effectively in a fast-paced, high-volume distribution environment;
Must demonstrate strong problem solving and communication skills;
Must be able to establish and maintain effective working relationships with all levels of personnel throughout the organization;
Must have a working knowledge of Quality system policies as well as ERP software applications/systems utilized in performing the materials management function;
Strong customer service orientation and negotiation skills;
Strong working knowledge of inventory management principles; and
Ability to travel overnight as required.
